Victoria Parks-Bullard, 75 of South Bend, transitioned peacefully on Thursday, November 9, 2023 at the Ernestine M. Raclin Center for Hospice Care, surrounded by her loving husband Jerome Bullard and her devoted children along with their spouses.
Victoria Parks-Bullard was born on July 27, 1948 to the union of John Percy Duke and Mildred O. Lee. She was baptized in the name of Jesus Christ and filled with the precious gift of the Holy Spirit thereby sealing her relationship with the Lord. Victoria was a vibrant, independent, and passionate woman of God, who loved to fellowship with her church home and served on prayer lines to evangelize and spread the gospel of Jesus Christ with others. Never slowing down, Victoria was often seen on South Bend public transportation, TRANSPO, making her weekly runs to thrift stores and grocery stores. Many bus drivers and fellow passengers enjoyed her smile, great conversations, and her loving spirit.
Victoria earned her GED and encouraged her children and grandchildren to excel in their education. She retired from Madison Center as a Switchboard Operator after approximately 15 years of joyful service. She later extended her education and competencies beyond her retirement to join the workforce as a Teacher’s Aid with The South Bend Early Childhood Education system. Victoria also served as a Foster Grandparent, following her mother’s footsteps. It was her joy to be a part of the lives of children. Victoria had a vested interest in her community which was evident in her volunteerism as a committed Poll Worker each voting year in the city of South Bend, Indiana.
LEGACY
Victoria leaves to cherish her loving memory her devoted husband Jerome L. Bullard, Sr., Five children and Three step-children, Eduardo Duke (who preceded her in death), her eldest daughter Sidonia Harris (Jesse) of Mesa, AZ, her eldest son Marcus G. Duke (Kathy) of Chicago, IL, her youngest son Charles R. Parks, Jr. (Eima) of Reynoldsburg, OH, and her youngest daughter Romona C. Bethany (Curtis) of Phoenix, AZ, Jerome L. Bullard, Jr. (who preceded her in death), Jessica A. Bullard of Cincinnati, OH, and Janell M. Bullard of Cincinnati, OH, and one surviving brother Joe E. Duke, Sr. of Jacksonville, FL. Seven siblings preceded Victoria in death: James L. Womack, Charles E. Duke, Johnny L. Duke, Kenneth M. Duke, Bi Jei Whitfield, Wilma Paulette Duke, and Beverly Diane Duke. Victoria’s grandchildren include Corey Mason (who preceded her in death), Candis Duke, James Derick Hankin, Jr. (Ashley), Jazmine Hankin, Jessica L. Harris, and Jesse Allen Harris (who preceded her in death), Marcus Duke (who preceded her in death), Kailon Caldwell (Duke), Victoria Clisby, Quanda Huntley (Duke), Marcues Duke, Britteny Broome, Scott Coleman (who preceded her in death), Derius Coleman (who preceded her in death), Rondale Parker, Raylene Parks, Charles Parks, III, Ramiyah Parks, Eden Parks, and Terrae Bethany. Victoria has 28 Great Grandchildren, 2 Great-Great Grandchildren and 1 Great-Great grandchild on the way, along with a host of cousins, nieces, nephews, friends, colleagues and church home family.
